I see no evidence that urban planning exist in Haiti. In the case of Haiti we can't talk about planning and growth division, building inspectors, code compliance officers and other staff that a city should have. Since the system has failed or is inexistent, the state government needs to set the foundations for better local governance.
Local governements (in Florida) must respond to several agencies that were established by the Federal govt to regulate planning and growth. I'm not saying that the Florida model is the best and no accidents happen. There are other models in the world that might be better. But in Haiti, Preval's govt has something to fix.

La plannification urbaine est du domaine de la mairie qui fait respecter les normes locales et nationales en matière de construction. Quel est le role du chef de l'Etat dans tout cela? AUCUN. Donc, M. le Président, arrêtez de réagir à nos malheurs. Aidez les maires à faire leur travil et nous aurons surement une autre ville!
Yes, that's how it's supposed to work but if you've lived or have seen pics of Haiti you will see that it's total chaos. There's no planning in Haiti and rules are not enforced. The State govt needs to come up or enforce the system that you're describing. Agencies created by federal govt to regulate or support local govt are, Env. Protect. commission, Water Management Districts, metropolitan planning organization (MPO), each state have a Department of transportation... The MPO has a larger influence on Zoning and future growth. Future land use plans are restricted the most by water availability (water management districts)... State Gvt (Preval this time around) needs to establish a framework that will work for Haiti.
He needs to hire consultants and advisors. Pano wouldn't mind helping
Also about the hurricanes:
Nobody is talking about drainage studies, dams, canals and other flood controls that can be built to alleviate the disaters that we've been facing. This proves that our leaders don't have a clue. That's why I said that Preval needs to hire some consultants.
