Right click on your taskbar, select ToolBar/New ToolBar, type in
http://www.haitiwebs.com/haitianforums/ticker2.php then click ok.
Right click again on the taskbar and unlock it. Resize it with your mouse, then relock. Now you can see all the new posts on your taskbar and access them from there. To stop or to start it, click on the image.
