You are right. Despite a few arrest and the disarmament of a few people, nothing has really been done to render justice to the 5000 victims of the 1991 or the 1987 coups. The international community turns a blind eye and a deaf ear to these events and would rather concentrate on high profile cases such as the Jean Dominique and Brignol cases. If only there was an international judge, one who was not biased, racist, or corrupt and only concerned with his own self interest, maybe then this crisis might be finally solved. Unfortunately that is not the case. Therefore the Haitian people as well as the Lavalas government are at the mercy of the "maffia". I dont know if you read this article:
