Dont know if you noticed but i did say in
1804.
It wasnt until the 1990's that the change was made. Took us over
185 years to realize that 75 percent of our citizens could not understand most of our basic legal communications BECAUSE it was not in their language. Way to go to the geniuses making those decisions
