Easy to say Intruder, but in third world countries infant mortality rate is very high. Parents do not know if the first, second, third, fourth, fifth (you get the point) child is going to survive. So family can be educated, but if the Country as a whole do not make progress in all aspects this is going to be around for a lonnnnnnnggg time.
