What about renewable energy?

Ok, I know there are many posts on this subject already. But look, I am dying here. I just read an article in the nouvelliste title " L'Electricite Promis Pour Novembre" and I am really annoyed. I do not have any numbers, but I am pretty sure that one of the biggest expenses of the Haitian government is the import of fossils fuels. So why do they keep on going that way?
I do believe that Preval's administration is doing somewhat of a good job but I wonder if there are any serious plans for a developping a viable energy infracstucture for the country. The plan now call for using generators furnish by Venezuela to beef up the amount of ED'H electricity production. I do think that now is the time to turn to an alternative source of energy like wind power for example and built on this, rather than pursuing a path that even developped nations are turning away from. I recently spent a week in Germany and I was amazed by the amount of wind farms all over the countryside, so of course I started to wonder "why not in Haiti'
Hey, I am no expert on the subject that is why I post this thread. Maybe more knowledgable people can help me understand what I see as a no brainer.
