A single 10-story condo building with master meters for utilities would make more sense than those concrete shacks. It would provide housing to more families and it would be easier and cheaper to provide them with services.
The only good thing about this is that they "did something". I hope they don't go through with those 700 homes without consulting competent professionals (apparently a rare thing in Haiti).
