Haitian cop says Canadian-trained compatriots getting paid for doing no work
MONTREAL (CP) - A Haitian police officer says about 50 colleagues who were sent to Regina to be trained more than a decade ago continue to get paid for doing nothing.
Insp. Jean Fritz Magny says Canada spent $2 million to train the Haitians in 1994.
But he maintains they are still getting paid even though they haven't been working since they returned home.
Magny, 48, says the officers continue to be paid by the Haitian government in order to justify the money spent by Ottawa to train them.
He says the officers are receiving about US$140 a month.
Magny held a Montreal news conference to say he wants Canadians to know their money is being wasted.
He also claims that 75 per cent of illegal drugs which are distributed by streets gangs in Montreal schools comes from Haiti.

No Surprise to Many Canadians about Police
I'm not surprised by this article at all. The police are often at the end of many jokes about the only thing that is a 911 to them is fresh donuts. A few years back a neighbor's pit bulls attacked me. There were 3 and they were unleashed, not vaccinated, and owned by a locally known drug dealer with repeat history of violent crimes against women.
I not only was seriously injured, but once back home, the police who promised to have the dogs destoyed and offer me protection did nothing. The owner of the dogs threatened to kill me for bringing attention to his drug operation and dog breeding.
Upon many calls to the police to follow up my request for at least a restraining order, my case had been closed. They didn't feel he was a true threat and the dogs remained alive as well. How hard could it be to write up a restaining order ...and were they to frightened to go there and face the dogs to destroy them?..or lazy?
A week later the owner/ dealer was taken off to jail for assauting his live in girlfriend with weapons including firearms. There are so many times the police just make promises to look good, but they don't act. Or there is the corruption side. Many officers have been caught involved in drug rings so they benefit. They hoard money for themselves in exchange for a hush policy with the dealers and some free drugs for some too.
This all sickens me that they brought your officers up here for so called training. I'm sure that they had higher hopes instead of the donut squads. krisanne

Un policier haïtien déplore la dilapidation des fonds canadiens investis pour le développement de la police dans son pays. L'enquêteur Jean Fritz Magny soutient que quelque 50 policiers haïtiens formés au Canada en 1993 sont toujours payés par le gouvernement même s'ils n'ont jamais travaillé.
M. Magny affirme que le gouvernement haïtien paye le salaire des agents pour justifier les sommes dépensées par le Canada pour leur formation. Une formation dispensée à Régina a coûté 2 millions de dollars aux Canadiens.
Ces policiers virtuels reçoivent 140 $ US par mois, selon M. Magny.
L'inspecteur tient à ce que les Canadiens sachent que leur argent est gaspillé. Il avance également que 75 % des drogues distribuées par les gangs de rue montréalais proviennent d'Haïti.

Hello Bana,
Yes, this is grave indeed. I'm not sure about the drug statistics, however, it has always been relayed by most sources that the suppliers are Haitian gangs.
Sadly again the police don't seem to have to intervene often as the gangs kill each other off without having to involve the police except for major raids. These raids in question are ironically when the gangs have finally become enough "big news" and therefore more drugs and money may be seized.
I'm sure the Haitian officers who came here must be extremely livid and disappointed by a false promise. Moreover the display of horrible behavior with regards to training.
