Nicolas Augusson, also known as General Toutou, remains at large and challenge for Haiti's National Police and the United Nations Forces one week after a warrant for his arrest was announced.
He allegedly continues to terrorize residents, according to several inhabitants of Bel-Air, (a war torn neighborhood in Port-au-Prince, Haiti.) A spokesperson of the United Nations Forces expressed this morning on the waves of a local radio that the U.N. forces are determine to capturing General Toutou. The spokesperson denied rumors that the U.N. soldiers were in negotiations with General Toutou; negotiations said to be within the framework of an amnesty. It should be noted that the gang leader General Toutou is suspected of committing several assassinations and kidnappings as part of "the Baghdad operations" in the Port-au-Prince metropolitan area these last months. He is considered to be the principal suspect in the assassination of the journalist-poet Jacques Roche killed on July 14.
