"It is important to indicate that both justice systems came about through a series of reforms that have been conditioning their operation. However, despite the reforms we can state that in both nations corruption of the justice operators continues,? states the document?s summary, adding that it also showed ?great deficiencies in the police, the high costs of justice, impunity and a large number of preventive prisoners without being tried."
