Hatians dead in Turks and Caicos detention centre

GRAND TURK, Turks and Caicos Islands: Two Haitian nationals being held at the government Detention Centre on Providenciales in the Turks and Caicos Islands died on Monday night. Six other Haitian nationals being held at the Centre were taken to a clinic to be treated for dehydration. Two of these were in critical condition and one of them subsequently died in the course of the day. The cause of death will be established by a pathologist who will be arriving in the Turks and Caicos Islands shortly to conduct autopsies. The others remain at the clinic.
At the time of these deaths, the Detention Centre was accommodating an unusually high number of Haitian nationals, due to the arrival on Providenciales of two sloops from Haiti in quick succession: one on Friday 14 September carrying 74 persons and another on Sunday 16 September carrying 176 persons. All were detained on the grounds of attempting to enter the Turks and Caicos Islands illegally.
All the detainees were finger-printed and held temporarily at the Detention Centre whilst they were checked to establish whether any of them had previous involvement in a crime in the Turks and Caicos Islands. They were given food and water.
On the morning of Monday 17 September, medical staff were called to the Centre to treat some detainees who were ill. Two were found to be severely dehydrated and were taken to the clinic for treatment, while a number of others were given oral rehydration at the Centre. There being no reports of other medical problems, except for some minor eye infections which were treated with antibiotics, the medical team left the Centre and did not have cause to return until they received notice of the deaths.
Urgent efforts are being made by the Immigration Department to arrange charter flights so that the detainees can be repatriated to Haiti as quickly as possible. The return flights began on Tuesday morning, 18 September and, subject to the availability of aircraft, all the detainees who are fit to travel should be repatriated within 48 hours.
The Royal Turks and Caicos Islands Police Force have launched a full investigation into the deaths and were due to pass an initial report to the Coroner by the end of Tuesday.
The police are also making efforts to identify the deceased.
The Turks and Caicos Islands Government is convening a Working Committee to accelerate on-going work to find and to implement urgent solutions to the problem of over-crowding at the Detention Centre. The Working Committee was due to hold its first meeting on Tuesday afternoon and to consider both the handling of any further surges in the numbers of illegal immigrants in the immediate term as well as the expansion of the accommodation space at the Centre as soon as possible. The Working Committee will also look urgently at the manpower resources and procedures followed at the Centre.

PORT-AU-PRINCE, Haiti: Three Haitian migrants who died of apparent dehydration in the Turks and Caicos Islands had been held in a detention center crammed with several times the number of people it was built to hold, a Haitian diplomat said Wednesday.
The three men died Monday and Tuesday while awaiting deportation from the wealthy British territory off Haiti's north coast. They were among some 250 Haitians who arrived in two boatloads between Friday and Sunday and were being held at the small South Dock Detention Center.
"Definitely the detention center doesn't have the capacity to handle all those people. That is a very small detention center, it can't hold over 200 people," Harold Joseph, Haiti's ambassador to the Bahamas and Turks and Caicos, told The Associated Press in an interview.
The office of Turks and Caicos Gov. Richard Tauwhare declined to comment Wednesday on the detention center's capacity, referring all questions to Britain's Foreign Office. A Foreign Office spokeswoman said she did not know the center's capacity.
In a statement Tuesday, the territory's government said the detention center had been dealing with an "unusually high number" of Haitian migrants at the time of the deaths, and that officials were working to solve the overcrowding problem.
Grainne O'Hara, a senior protection officer for the United Nations refugee agency who visited the facility last month, said migrants are held in two small rooms with beds but no air conditioning, usually for up to 48 hours. She estimated the facility was designed to hold about 50 people.
"There's no question there are capacity problems in that center," O'Hara said in a telephone interview from Miami. "The risk remains because this is the only facility they have. It can happen again anytime."
The Turks and Caicos police have launched an investigation into the deaths, which have focused attention on the territory's handling of Haitian migrants for the second time this year.
In May, a boat with at least 150 Haitian migrants overturned in shark-filled waters minutes from shore, killing 61. Survivors accused a Turks and Caicos police boat of ramming their boat twice and pitching passengers into the ocean. British investigators found no evidence to support the claims.
Thousands of Haitians leave their impoverished country every month, risking perilous trips aboard rickety boats in hopes of finding better economic opportunities abroad.
Some migrants being housed at the detention center were returned to Haiti on Tuesday, while the rest were to be flown back by the end of the week.

Image United States authorities say pathologists from the Miami-Dade County Medical Examiner's Office are to visit the Turks and Caicos Islands to investigate the case of three illegal Haitian migrants who died while in custody.
Turks and Caicos government officials said the three were among 250 Haitians currently in custody after two small wooden boats from Haiti attempted to land on the islands last Friday.
Officials said the Turks and Caicos administration, which has a contract with the South Florida Medical Examiner's Office, requested aid after discovering that two of the Haitians, detained at its overcrowded detention center on the island of Providenciales, died on Monday night.
Authorities said the third Haitian died Tuesday while being treated for severe dehydration at a nearby clinic.
Officials said 74 Haitians were detained Friday after attempting to land on the islands.
60 Haitians died at sea earlier this year after their boat sank off Providenciales.
