Topic: Community-based but society- wide planning
Many have been taught to associate planning with a totalitarian form of top-down government. Such a simplistic association ignores two basic facts. First in supposedly non planned, privately controlled economy, planning of course does go on. Only the planning is done primarily by the few who control the productive assets and for their own benefit. Second, planning need not be a solely top-down affair. Indeed experience shows that top-down planning cannot be effective.
