Haiti as a sovereign nation had never approached reforms on the economic level as it had approached political and social reforms through its two hundred years of existence. The facts are there and the results of previous reforms are those facts.Perhaps the reason for such setbacks is the misunderstanding that the implementation of principles for reforms which aim social progress, political progress and economic progress is a process and not simply goals that are achieved once and for all. And within this process are profound tensions, the tensions between the individual's wishes and the community needs,the tension between democratic, participatory decision-making and the need for leadership based on specialized skills, knowledge and expereince; the tension between a focus on agriculture and other vital industries and the need to build up parallel industries as necessary to increase productivity across the board. The experts of the Institute of Food and Development policy came to believe that these tensions are necessary in creating a social, economic and political system designed to maximize both individual fulfillment and community progress. Hail to the ones who understand this process and who are now involved in educating the political class about this process.!
