Top Haitian police officer General Michael Lucius indicted for kidnapping
PORT-AU-PRINCE, Haiti, Oct 25 (Reuters) - One of Haiti's top police officers will face arrest if he does not turn himself in after his indictment for complicity in kidnappings, a prosecutor said on Wednesday.
Inspector-General Michael Lucius, head of the police agency that investigates kidnappings, has refused to appear before investigative Judge Napela Saintil, who issued warrants against him and two other police officers last month.
Lucius, who is barred from leaving the troubled Caribbean nation, has denied the allegations and said Saintil is biased against him.
Haiti's ill-trained police force was decimated by a violent rebellion that ousted President Jean-Bertrand Aristide in 2004. It has been unable to contain political and gang violence, despite the presence of thousands of U.N. peacekeeping troops sent to help with security after the rebellion.
Dozens of people have been kidnapped for ransom during the crime wave.
Prosecutor Claudy Gassant said Lucius must appear before the judge or he will face arrest.
"Our position is clear and firm," Gassant said. "Mr. Lucius has to comply with the judge's order or he will be arrested."
An investigative judge is forbidden by law from revealing details of an inquiry. But sources familiar with the case said jailed suspects and others had provided evidence that Lucius had aided kidnappers who claimed they were working for him.
"I can't understand that the judge wants to arrest me on the basis of false accusations brought by criminals I have arrested," Lucius, director of Haiti's Judicial Police, said recently.
Gassant and Police Chief Mario Andresol had deferred the execution of the warrants after Lucius decided to challenge Saintil's allegations before the Supreme Court. But the high court last week rejected Lucius' appeal, which obliges him to appear before Saintil

What's your Opinion On This?

In light of the fact that I may be soon residing in Haiti, I ask any of you to give your opinion on the security there. Do you believe the police are involved in this kidnapping autrocity?
I have heard many things via the media and people I know who are Haitian-Canadians. They all seem terrified and convinced they're all involved. Nobody seems to want to return to Haiti at this time and for a long period ahead.
As a white Canadian female, not rich nor will be living in any of the upper class areas...am I at great risk? Or is there a little too much sensationalism for the number of cases occuring and to whom.
I look forward to your comments. I would be living in PAP and teaching English. I have a home there with my Haitian husband who I want to reunite with. It's taking too long with immigration for him coming to Canada. So do you think it's safe and possible for me?

Responsible No Matter What

My feeling is that no matter what the cicumstances, these men who became police pledged to fulfill a duty. If they are guilty of aiding in these kidnappings...they are the worst criminals of all.
You p ut your trust in a protective force and they abuse it. If they have not been given the support promised, this is dire. However, they should be the last in society to participate in the crimes frightening and hurting their public. Where do people think they can turn?

I understood your Créole enough to understand you need more information about me before we talk??? Is that right....if you speak English? Ou je parle en Francais pas mal si tu veux ....I have a profile, but I don't know if you can see it.
I've been to Haiti 5 times over the past ten years. My husband lives in a rather safe area of PAP, from what I have felt when there. However, my last visit was in Feb. 2005 and July 2004. These last 2 were a little more unsettled yet I didn't feel any signs of danger. Of course I didn't go out after five or go to certain bidonvilles.
I also was supposed to go last July 2005 but the government restricted flights and wouldn't let non essential persons go. This was due to the heightened kidnappings and political war.
I have heard two stories from many people. Mostly, and recently that things are calming down and the gangs and kidnapping situations are diminishing. The other that it's going to get wild again because promises of aid and work are too slow.

Dans son arrêt, la Cour de cassation de la République a souligné que l'expression «mettre examen» utilisée par par le juge d'instruction ne figure pas dans notre législation pénale et ne signifie nullement que Michael Lucius est inculpé d'un délit quelconque en vertu d'un réquisitoire émanant du Parquet.

Men bel zin. Then why aren't they arresting the judge for corruption? This is turning into a Holliwood saga.
