Haiti's aviation authority grounds domestic airline after 2 emergency landings

PORT-AU-PRINCE, Haiti (AP) - Haiti's civil aviation authority has grounded the country's largest domestic airline after two of its flights were forced to make emergency landings within two weeks, officials said Thursday.
The National Civil Aviation Office said the restriction on Caribintair's flights would remain until investigators determine why the twin-engine Cessna Caravan planes were forced to make hard landings in rural areas on Tuesday and on Aug. 31.
«We know this decision will have consequences on air traffic but ... we cannot continue to have incidents of this nature,» agency director Jean Lemercq Pierre told private broadcaster Radio Metropole.
Four passengers and the pilot were injured in Tuesday's emergency landing, which left the 13-seat plane upside down and with a badly damaged tail. Both accidents happened during flights from the capital of Port-au-Prince to the northern city of Cap-Haitien.
On Thursday, officials from Cessna and the U.S. National Transportation and Safety Board arrived in Haiti to assist local investigators conducting a review of Caribintair's operations, airline spokesman Jean Cyril Pressoir said.
«We're confident all the planes went through the proper maintenance cycle,» Pressoir said.
Caribintair is Haiti's oldest domestic airline, operating more than 30 flights daily to seven destinations in Haiti and neighboring Dominican Republic.

Troubled Haitian airline reorganizes
Haiti's largest domestic airline says it plans to use a government restriction on its flights to reorganize and regain its top position in the market following two recent emergency landings within two weeks of each other.
''We want to start anew, and we are taking advantage of this situation to slowly reorganize and plan,'' said Cyril Pressoir, spokesman for Caribintair. ``New plans are coming in. Instead of just quickly flying the planes we have, we are taking this time to reorganize.''
Last week, Haiti's government grounded all of Caribintair's flights pending an investigation by the National Civil Aviation Office after two Cap-Haitien-bound single-engine Cessna Caravans were forced to make hard landings in rural areas.
The most recent incident occured last week. Two people, including the pilot, were injured and the landing left the 13-seat plane upside down and with a badly damaged tail. On Aug. 31, another Cap-Haitien-bound Caribintair flight was forced to make an emergency landing.
''This has been a big blow,'' Pressoir said.
Laurent Dumas, a lead investigator, told The Miami Herald on Thursday that a preliminary investigation revealed that routine maintenance was performed on both aircrafts and that the hard landings were caused by problems with the engines. Both engines are en route to Canada for further investigation.
''The engine broke down, but we don't know why,'' Dumas said in a telephone interview. ``After we have all of those answers, we will be able to issue a final report. The investigation is not finished.''

The U.S. Embassy in Port-au-Prince now prohibits all U.S. government personnel from flying on Haiti's Caribintair Airlines and warns travelers to avoid the carrier. The airline has had two emergency landings in the past month, and Haiti's civil aviation authority has grounded its domestic flights while continuing to allow flights to Santo Domingo, Dominican Republic. The U.S. Embassy prohibition covers all flights, including those to Santo Domingo.
