Back when we had all those tounements, our players played more higher level games. An open cup system like the coupe pradel is very important. I agree with everything you said, but this is what we are dealing with:
League Format: Although they cut the Championnat National into two championship, the LINAF/FHF can't adequately manage a 15 games tournement. The LINAF can't abide to the rules that they are supposed to enforce and create regulatory conflicts between the clubs (every season).
The 2 part championship has the advantage of being flexible, this is important in a country like Haiti. For example, the championnat could have restarted a few months after Aristide was removed from power, but the FHF chose to cancel it for the year. We were still trying to qualify for world cup 2006, and our league was inactive.
Here are a few players that might have helped our cause against Jamaica, if we had proper management at the FHF:

Championnat Interscholaire doesn't have a scholarship system to to encourage the young students to keep playing soccer. Many students (talented soccer players) can't afford to play soccer in Haiti. It all start with leadership and we have none.

Those words don't exist in the FHF, yet they represent the whole country and its diaspora. To the rest of the world, they are the best haitian football managers and planners that Haiti can produce.
