Suite à la victoire écrasante des Noirs en Afrique du Sud, certains ont tenté d'utiliser cette même stratégie classiste pour démobiliser le peuple authentique de l'Afrique du Sud et diminuer le contrôle de l'ANC sur l'appareil étatique. L'on se souvient du vaillant combat mené par Winnie Mandela auprès des jeunes sud-Africains bâtisés alors de tous les maux...

Cessons d'utiliser le paradigme des autres pour nous définir. Eux ils appellents les leurs lobby politique - même quand se sont des criminels (Watergate, Irongate etc...) . Pourtant nous acceptons de dénigrer les nôtres avec les plus vilains noms qui existent.

Oui, si quelqu'un veut gagner une élection en Haiti, il lui faut établir des contacts humain avec la majorité de la population en âge de voter. Et où imaginez-vous qu'elle croupisse cette majorité chers messieurs? à Morne Calvaire òu au Bélair?

Crown Prince Al-Muhtadee Billah Bolkiah, 30, son of Sultan Hassanal Bolkiah ? the fabulously wealthy ruler of 350,000 subjects ? wed Sarah Salleh before 2,000 people in a traditional Malay Muslim ceremony at Brunei's giant main palace.

The sultan escorted the prince ? wearing a gold crown and a kris dagger tucked into his sash ? to a golden chair on the dais. He was joined by his bride, who emerged from a stateroom more than an hour behind schedule.

The prince placed a hand on Sarah's diamond tiara as Muslim marriage prayers were recited for the centuries-old ceremony. She wore an embroidered blue dress and veil and clasped a gold-and-diamond bouquet. They then descended from the dais and kissed the sultan for his blessing.

The couple embarked from the 1,788-room palace in an open gold-colored, Rolls-Royce stretch limousine for an five-mile parade across the capital, accompanied by 103 limousines and vehicles carrying family members as a marching band played.

A tropical downpour soaked the couple even though footmen walking alongside their vehicle tried to shield them with umbrellas. Thousands of people, many who had lined the streets since daybreak, scurried for cover after catching a glimpse of the motorcade.

"I'm excited to come out and see this, because he will be my new king," said retiree Abdul Malik Ali. "He seems smart and sophisticated, even though I've never heard him or seen him before."

Earlier, a 21-gun salute sounded as Japan's Crown Prince Naruhito, Bahrain's King Hamad, the Duke of Gloucester Prince Richard and Prince Bandar of Saudi Arabia arrived. Other guests include the presidents of Indonesia and the Philippines, and the prime minister of Singapore.

The crown prince was educated at Oxford and will be the 30th sultan in a line stretching back 600 years.

His bride, whose father is a manager at the Public Works Department, is "known among her teachers and friends for her grace, intelligence and positive attitude," according to the official wedding booklet.

The bride's mother, the former Suzanne Aeby, from a village outside Zurich, wore a blue veil and traditional Malay dress at the ceremony. She came to Brunei in the 1970s as a nurse and worked at the Health Ministry.

The ceremony caps two weeks of official celebrations taking place in one of Asia's smallest but richest countries, which shares Borneo island with Malaysia and Indonesia.

The wedding was one of Asia's biggest since Naruhito married diplomat Masako Owada in 1993. Naruhito came to Brunei, but Masako, 40, remained in Japan. The Imperial Household Agency said in July that she has experienced bouts of depression and anxiety and was undergoing treatment.

The Brunei ruling family's extravagance is legendary, and the sultan was the world's richest man before the dawn of the high-tech era ? and a series of financial blunders blamed on his younger brother, Prince Jefri, in the 1990s, that resulted in an estimated $7 billion in losses.

VIH/SIDA-Haïti : enfants des rues et homosexuels en tête des groupes à risques

Les enfants des rues et les homosexuels arrivent en tête des groupes à risques en Haïti. C?est ce que révèlent les résultats de l?enquête sur la surveillance comportementale de l?année 2003.

Selon les résultats de l?enquête, conduite conjointement par le Family Health International (FHI), le Centre d?évaluation et de recherche appliquée (CERA) et l?Institut haïtien de l?enfance (IHE), les enfants des rues et les homosexuels s?illustrent comme les groupes à risques les plus préoccupants dans la transmission du virus du sida.

Les homosexuels, bien qu?informés des risques, sont plus enclins à payer pour une relation sexuelle non protégée, selon l?étude, et les enfants des rues par manque d?information sont prédisposés à entrer en relation sexuelle sans protection. Ces deux groupes précèdent les travailleuses sexuelles (prostituées).

Cette enquête, menée dans les différentes régions du pays sur un échantillon de 12.000 personnes, est la plus importante jamais réalisée en Haïti en la matière, a affirmé le docteur Jean Robert Brutus du FHI. Les évidences qu?elles dégagent devraient habiliter les initiateurs à formuler des recommandations au ministère de la Santé publique dans le cadre de son programme de lutte contre ce fléau qui touche fortement la population haïtienne.

Une récente enquête, effectuée au cours de l?année 2003 sur des femmes enceintes a laissé supposer une stabilisation de l?expansion du virus ou au mieux une tendance à la baisse du taux de séroprévalence, qui avoisinait jusque-là les 5%.

Cette amélioration serait due notamment au port plus régulier du condom chez les jeunes, selon le docteur Michel Cayimittes de l?IHE. « Des efforts doivent continuer d?être déployés pour conforter cette tendance », a insisté pour sa part le Dr Brutus.

M. Brutus a plaidé pour un comportement plus responsable chez les hommes. Les résultats de la recherche montrent en effet que, davantage que pour les femmes, le comportement machiste des hommes les pousse au multipartenariat, ce qui augmente les risques de la propagation du sida. « Quelque chose doit changer dans notre culture », a-t-il martelé.

U.S. and France vie for the oil riches of Africa

PARIS (IPS/GIN)?France and the United States have stepped up their race for new business deals with a number of undemocratic regimes in oil-rich North and West Africa.

The French government announced in July that it is due to sign a military pact with former colony Algeria that would include weapons and technology transfer, training and intelligence sharing.

The agreement was negotiated by French defense minister Michele Alliot-Marie on a visit to Algiers July 19. Alliot-Marie, the first French defense minister to visit Algeria since the end of the bloody war of independence in 1962, said the ?historic? agreement will ?turn a page? in French-Algerian history.

Foreign minister Michel Barnier visited Algiers earlier in July to discuss new cooperation. Finance minister Nicolas Sarkozy followed his colleagues later in the month to approve a $2.5 billion aid package.

France has invited Algerian President Abdelaziz Bouteflika to a commemoration of the liberation of south France from Nazi occupation in 1944, although French veterans of the liberty struggle have opposed the move.

Analysts say these actions seek to secure access to Algerian oil and gas resources to counter similar efforts by the U.S.

?The French government wants to counter the diplomatic advances achieved by the Bush government in Algeria in particular, and in West Africa in general,? says Francois Gèze, an expert in French-Algerian relations. In an article in Le Monde written with Algerian-born scholar Lahouari Addi who lives in France in exile, Mr. Gèze condemned the ?French alliance with a criminal regime.?

Mr. Gèze told IPS that the Algerian government has detained and tortured opposition leaders for more than a decade now. But given the anti-terrorism climate, Algeria represents what ?the ?great? Western countries wish for in the Arab world??a government ready to cooperate with the United States whatever its domestic record.

France has been building diplomatic relations across West Africa. This includes Gabon, ruled by Omar Bongo since 1966; Congo Brazzaville, ruled by Denis Sassou-Nguesso who came to power in 1997 following a civil war that cost hundreds of thousands of lives; and Angola, where former independence hero José Eduardo dos Santos has been in power since 1979.

In a recent instance of new ?cooperation,? the French government dealt with dos Santos to protect French citizen Pierre Falcone charged with transfer of weapons to Angola. Mr. dos Santos named Mr. Falcone Angolan ambassador to the United Nations Educational, Scientific and Cultural organization (UNESCO) headquartered in Paris. The appointment would provide him diplomatic immunity.

It is no coincidence that the United States has been following a similar strategy of supporting military dictators in Africa while seeking access to natural resources in their countries.

Secretary of State Colin Powell visited Angola and Gabon in 2002 in the first trip ever by such a high-ranking U.S. official to these countries. Last year, President George Bush visited Senegal, Nigeria, Botswana, Uganda and South Africa.

In March this year, the U.S. invited top-ranking military officials of Chad, Mali, Mauritania, Morocco, Niger, Senegal and Tunisia to the U.S. European command headquarters in Stuttgart, Germany. The command center also covers 48 African countries.

The Stuttgart summit covered representation from the Middle East through the Maghreb (Arabic North Africa) to the Gulf of Guinea. This is a region sitting above a giant sea of underground oil.

Two weeks before the March meeting, Gen. Charles F. Wald, deputy commander at Stuttgart, had toured Angola, Nigeria, Tunisia, Algeria, Ghana, South Africa and Gabon, among other African countries.

?Every place I go in Africa, where we talk about the war on terrorism, there is a resonance and an agreement that we have something in common,? Gen. Wald said during the visit. The threat extremists pose to democratically elected governments is ?universally understood,? he said. But of the countries he visited, only South Africa has a democratically elected government.

Recently, the U.S. government indicated its interest in the oil-rich Gulf of Guinea in announcing a military cooperation program with Nigeria. Gen. Robert Fogleson, commander of the U.S. Air Force in Europe, said at the announcement: ?This region is important to the stability of the United States because of the petroleum, and so it?s no surprise to me that if the U.S. Navy, the U.S. government wanted to exercise, that they will take the areas that are of great importance to them.?

Analysts believe that over the next five years a quarter of non-Gulf oil on the world market will come from sub-Saharan Africa.

La France a annoncé au monde entier son désir d'être le leader de la Mission civilisatrice en apportant la modernité , la démocratie et la paix au monde entier il y'a maintenant quelques années. Une mission qu'elle entreprend pour opposer la démarche brutale des Etats Unis comme leader du Monde libre.

Vont ils réussir en Haiti?

Le Canada semble t'il sera présent dans l'accomplissement de cette tâche en Haiti. J'espère que les acteurs politiques seront asez civilisés pour laisser le discernement , la compétence, la vigilance et le patriotisme apporter l'équilibre nécessaire dans nos nouveaux rapports avec ces civilisateurs qui ont déjà fait l'expérience de la brutalité sur certains peuples y compris le nôtre.

L'algérie ne doit pas être omise dans nos analyses, il faut non plus pas se croiser les bras et se laisser assister come des handicapés. Il est de notre devoir de participer à l'élaboration et la promotion de cette mission civilisatrice en y apportant toute notre vertueuse haitienneté en faveur de l'émancipation de toute la civilisation au lieu d'encourager passivement notre déshaitianisation au profit de nos poches et de nos privilèges d'alphabétisés ou de lettrés.

La France et le Canada vont travailler ensemble à la reconstruction d' Haïti

PARIS, 10 sept (AFP) - Les ministres français et canadien des Affaires étrangères ont annoncé vendredi que leurs deux pays ont l'intention d'aider à la reconstruction politique et économique en Haïti.

"Je pense qu'avec d'autres pays d'Amérique du sud et d'Amérique centrale, dans le cadre des Nations unies, nous avons des choses à faire pour la reconstruction politique et économique d'Haïti", a déclaré à la presse Michel Barnier, à l'issue d'un entretien avec son homologue canadien, Pierre Pettigrew.

Le ministre canadien a confirmé que la reconstruction d'Haïti figure parmi les "projets communs" de la France et du Canada, et a ajouté qu'il se rendrait en visite à Port au Prince les 27 et 28 septembre.

Il a salué "les progrès considérables dans la relation bilatérale (franco-canadienne) ces dix dernières années" et "la communauté de vues entre nos deux pays" sur Haïti et d'autres sujets.

"Nous voulons, cette relation bilatérale, la mettre au service d'une certaine idée du monde, de la stabilité, de la paix et du développement", a pour sa part déclaré M. Barnier, sans donner le détail des initiatives qu'il souhaite engager en Haïti.

Le secrétaire général des Nations unies, Kofi Annan, a appelé mardi le gouvernement de transition d'Haïti à prendre des mesures pour rétablir l'ordre et la justice.

Dans un rapport intérimaire sur les activités de la Mission des Nations unies pour la Stabilisation en Haïti (Minustah), il a notamment appelé à mettre fin aux agissements "des groupes armés illégitimes" en Haïti.

La Minustah a été établie fin avril 2004 suite aux graves troubles du début de l'année, au cours desquels l'ancien président Jean-Bertrand Aristide a quitté le pays sous la pression internationale et à la suite d'une insurrection armée. - Article No. 20040910121903
